การพัฒนาเกณฑ์และตัวบ่งชี้คุณลักษณะบัณฑิตที่พึงประสงค์เพื่อประเมินนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ (The Development of Performance Criteria and Indicators for the Quality of Graduates in Autonomous Universities)

Abstract

การวิจัยนี้เป็นการวิจัยเชิงพัฒนามีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบคุณลักษณะบัณฑิตที่พึงประสงค์ของนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ 2) พัฒนาเกณฑ์และตัวบ่งชี้คุณลักษณะบัณฑิตที่พึงประสงค์เพื่อประเมินนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐวิธีดำเนินการวิจัยมี 2 ระยะ คือ ระยะที่ 1 ศึกษาองค์ประกอบคุณลักษณะบัณฑิตที่พึงประสงค์ของนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ โดยการวิเคราะห์และสังเคราะห์ข้อมูลจากเอกสารและงานวิจัยที่เกี่ยวข้อง เพื่อให้ผู้เชี่ยวชาญ 3 คน ตรวจสอบความสอดคล้องกับประเด็นที่ต้องการศึกษา และเก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นนักศึกษาชั้นปีที่ 4 ภาคเรียนที่ 2 ปีการศึกษา 2556 คณะวิศวกรรมศาสตร์และวิทยาศาสตร์ของมหาวิทยาลัยในกำกับของรัฐ 11 มหาวิทยาลัย จำนวน 1,600 คน ที่ใช้การกำหนดขนาดกลุ่มตัวอย่างตามหลักการวิเคราะห์รูปแบบสมการโครงสร้าง แต่ละหน่วยของกลุ่มตัวอย่างได้มาโดยการสุ่มแบบหลายขั้นตอน เก็บข้อมูลด้วยเทคนิคบุ๊กเลทเมทริกซ์ โดยใช้แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากับ 0.94 วิเคราะห์ข้อมูลด้วยสถิติพรรณนา ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าความโด่ง ค่าความเบ้ และค่าความเชื่อมั่น และวิเคราะห์องค์ประกอบเชิงยืนยันแบบ 2 ระดับ ด้วยโปรแกรมลิสเรล รุ่น 9.10 รหัสเปิดใช้งาน 3FFF-5DB9-0353-77E3 ระยะที่ 2 พัฒนาเกณฑ์และตัวบ่งชี้คุณลักษณะบัณฑิตที่พึงประสงค์เพื่อประเมินนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ กลุ่มตัวอย่างเป็นนักศึกษาชั้นปีที่ 4 ภาคเรียนที่ 2 ปีการศึกษา 2556 คณะวิศวกรรมศาสตร์ของมหาวิทยาลัยในกำกับของรัฐ 3 มหาวิทยาลัย จำนวน 180 คน โดยแต่ละหน่วยของกลุ่มตัวอย่างได้มาโดยการสุ่มแบบหลายขั้นตอน เก็บข้อมูลโดยใช้แบบประเมินที่เป็นมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากับ 0.98 วิเคราะห์ข้อมูลด้วยสถิติพรรณนา ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียวค่าคะแนนมาตรฐาน ซี และค่าคะแนนมาตรฐาน ที และการตรวจประเมินเกณฑ์และตัวบ่งชี้ที่ได้จากผู้ทรงคุณวุฒิ จำนวน 5 คน
ผลการวิจัยพบว่า
1. คุณลักษณะบัณฑิตที่พึงประสงค์ของนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ มี 9 องค์ประกอบ ได้แก่ 1) คุณธรรม จริยธรรม 2) ความรู้ 3) ทักษะทางปัญญา 4) ทักษะการปฏิบัติ 5) ทักษะความสัมพันธ์ระหว่างบุคคล 6) ทักษะ ความรับผิดชอบ 7) ทักษะการวิเคราะห์เชิงตัวเลข 8) ทักษะการสื่อสาร และ9) การใช้เทคโนโลยีสารสนเทศ โดยมีความตรงเชิงโครงสร้าง จากการวิเคราะห์องค์ประกอบ และสอดคล้องกับข้อมูลเชิงประจักษ์อยู่ในระดับดี ซึ่งสามารถแสดงด้วยค่าดัชนีความสอดคล้อง ประกอบด้วย ค่า 2= 435.59 ค่า df = 205, ค่า p-value = 0.00, ค่า RMSEA = 0.221, ค่า GFI = 0.95, ค่า AGFI = 0.93, ค่า CFI = 0.98, RMR = 0.52, และ CN = ค่า 259.10
2. ตัวบ่งชี้คุณลักษณะบัณฑิตที่พึงประสงค์ ของนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ ทั้ง 9 องค์ประกอบมีดังนี้ 1) คุณธรรม จริยธรรม ได้แก่ 1.1) ความจงรักภักดีต่อชาติ ศาสนา พระมหากษัตริย์ 1.2) ความรับผิดชอบ 1.3) ความซื่อสัตย์ และ 1.4) ความเสียสละ 2) ความรู้ ได้แก่ 2.1) ทักษะการคิดอย่างเป็นระบบ 2.2) ความรอบรู้แห่งตน 2.3) ทักษะการจัดการความรู้ และ 2.4) ความคิดสร้างสรรค์ 3) ทักษะทางปัญญา ได้แก่ 3.1) ทักษะการวางแผน 3.2) ทักษะความคิดรวบยอด 3.3) ทักษะการคิดวิเคราะห์ และ 3.4) ทักษะการแก้ปัญหา 4) ทักษะการปฏิบัติ ได้แก่ 4.1) ทักษะกระบวน การทำงาน 4.2) การตรงต่อเวลา 4.3) ความอดทน และ 4.4) สมรรถนะในการทำงาน 5) ทักษะความสัมพันธ์ระหว่างบุคคล ได้แก่ 5.1) ทักษะการทำงานเป็นทีม 5.2) ทักษะการสื่อสาร 5.3) ทักษะภาวะผู้นำ และ 5.4) ทักษะมนุษยสัมพันธ์ 6) ทักษความรับผิดชอบ ได้แก่ 6.1) รู้บทบาทหน้าที่ 6.2) ความมุ่งมั่นต่อหน้าที่ 6.3) ทักษะการมีส่วนร่วม และ 6.4) ทักษะ การมอบหมายงาน 7) ทักษะการวิเคราะห์เชิงตัวเลข ได้แก่ 7.1) ทักษะการคิดอย่างมีวิจารณญาณ 7.2) ทักษะการประเมิน และ
7.3) ทักษะการคำนวณ 8) ทักษะการสื่อสาร ได้แก่ 8.1) ทักษะการพูด อ่าน และเขียน 8.2) ทักษะการสื่อสารอย่างมีประสิทธิภาพ 8.3) การสื่อสารอย่างสร้างสรรค์ และ 8.4) การสื่อสารในชีวิตประจำวัน และ 9) การใช้เทคโนโลยีสารสนเทศ ได้แก่ 9.1) ทักษะการใช้เทคโนโลยีสารสนเทศ 9.2) ทักษะการสืบค้นข้อมูล และ 9.3) ทักษะการประยุกต์ใช้เทคโนโลยีสารสนเทศ โดยเกณฑ์ของ ตัวบ่งชี้คุณลักษณะบัณฑิตที่พึงประสงค์ของนักศึกษาระดับปริญญาตรีของมหาวิทยาลัยในกำกับของรัฐ เมื่อพิจารณาจากคะแนนมาตรฐาน ที ได้แก่ 24 - 33 หมายถึง ต่ำมาก 34 - 43 หมายถึง ต่ำ 44 - 53 หมายถึง พอใช้ 54 - 63 หมายถึง ดี และ 64 - 74 หมายถึง ดีมาก

The objectives of this research were to study factor of the discipline, to develop an instructional model according to the concept of contemplative education and to study the result of applying the instructional model according to the concept of contemplative education for enhancing secondary students’ discipline. There were three stages in the research. The first stage was factor analysis of discipline. The samples of this research were 840 Matthayomsuksa 1 students of 12 overall groups of phrapariyattidhamma schools under the general education division during the first semester of the academic year 2013, being a multistage random sampling. The tools were an interview and questionnaire with the reliability of 0.94. Data collection was by using Booklet Matrix Sampling. The statistics for data analysis were reliability and exploratory factor analysis by using LISREL program version 9.10 with activation code:3FFF-5DB9-0353-77E3. The second stag was the development an Instructional model according to the concept of contemplative education; the tool was the evaluation of the model. Five experts examined the quality of the developed model, expressed a high level of satisfaction with the model and showed that the model was appropriate to bring to trial. The third stage was to study the result of applying the instructional model according to the concept of contemplative education; The experimental research methodology was carried out by the time-series design. The samples of this research were 50 Matthayomsuksa 1 students of Mahavajiralongkornrajavidyalaya School during the second semester of academic year 2013, being a multistage random sampling and a simple random sampling of the students in two group of fifty:the experimental group being taught by the instructional model according to the concept of contemplative education, and the control group being taught by a regular learning model within 6 weeks of operation. Data collection was by means of a disciplinary test and an observation form. The statistics used in this research were Mean, Standard Deviation and Repeated Measures One-Way ANOVA.
The results were as follows:
1. The factors of the secondary students’ discipline were as follows: discipline in duty, self discipline, organization discipline, lay person and novice discipline, and novice discipline with the construct validity of structural model from the exploratory factor analysis, the chi-square goodness of fit test was 453.28, df = 206, p-value = 0.00, RMSEA= 0.038, GFI = 0.95, AGFI = 0.93, CFI= 0.98, RMR= 0.52, and CN = 475.10.
2. The indicators for such attributes of undergraduate students in the autonomous universities consisted of 9: (1) Morality and Ethics, including loyalty to the nation, the religion, and the king, responsibility, honesty, and generosity (2) Knowledge, including systematic thinking, attainments, managing knowledge skill, and creativity (3) Intellectual Skill, including strategic skill, conceptualizing skill, analyzing skill, and problem solving skill (4) Compliance Skill, including procedures, punctuality, patience, and job-related competencies (5) Interpersonal Skill, including teamwork, communication skill, leadership, and human relations (6) Responsibility Skill, including knowing their roles, commitment, participation, and work assignment (7) Numerical Analysis Skill, including critical thinking, evaluation skill, and calculation skill (8) Communication Skill, including speaking skill, reading skill, writing skill, effective communication skill, creative communication
skill, and daily communication skill and (9) Use of Information Technology, including information finding skill and applying information technology. By taking the T standard scores into consideration, the criteria of the indicators for the desirable attributes of undergraduate students in the autonomous universities were listed as follows; 24-33 = very low, 34-43 = low, 44-53 = adequate, 54-63 = good, and 64-74 = very good
