The Development of Training Course for Department Heads in Colleges under Office of the Vocational Education Commission based on Particular Competencies

Abstract


The aims of this research were to (1) develop and assess the appropriateness of the development model of training course for department heads in colleges under Office of the Vocational Education Commission based on particular competencies, 2) develop and evaluate the efficiency of the training course for department heads in colleges under the Office of the Vocational Education Commission based on particular competencies. The research has been designed as the research and development with both qualitative and quantitative data. The target group of the research comprised department heads with at least 3- year working experiences selected by determined criteria. The research finding can be concluded as follows: 1) The result of development and appropriateness assessment of the training course for department heads in colleges under the Office of the Vocational Education Commission according to particular competencies revealed the model postulating relationship of 5 elements. The model appropriateness in the highest level which was corresponding to the research hypothesis 2) The result of the training course development and efficiency evaluation revealed that the objectives of the training course were to nurture trainees on knowledge, skills and good habits concerning functional operation of department heads based on particular competencies. The training course comprised of 1 topic of self learning package and 11 topics of workshop training. Each topic comprised of content, media, activities and evaluation process. The efficiency evaluation of the training course applying CIPP Model revealed that: 1) the context evaluation presented high level of correspondence and the highest level of appropriateness between the content and the training objectives 2) the input evaluation showed that the training course was very appropriate as well as highly congruent with all items. The try-out result of the training course showed the efficiency of the theoretical score at 82.11/81.02% and practical score at 79.74% 3) the process evaluation showed the efficiency on the theoretical of the training course at 87.28/85.46% and that of practical at 90.53%, which were higher than the determined criteria of both theoretical and practical parts 4) the product evaluation showed satisfaction of school administrators on applying knowledge and skills by trainees to their teaching at the highest level in overall. Furthermore, learners reported satisfaction towards teaching of trainers in overall at the highest level. Meanwhile, teachers also reported satisfaction on learners’ characteristics at the highest level. Based on the efficiency evaluation result of the training course, all items reached the determined criteria, it thus can be concluded that the training course was efficient following the research hypothesis.
