การพัฒนารูปแบบการจัดการความรู้ของกลุ่มอุตสาหกรรมปิโตรเคมี (The Development of Knowledge Management Model for Petrochemical Industry.)

Abstract

การวิจัยเรื่องการพัฒนารูปแบบการจัดการความรู้กลุ่มอุตสาหกรรมปิโตรเคมี มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันในการจัดการความรู้และปัจจัยแห่งความสำเร็จของกลุ่มอุตสาหกรรมปิโตรเคมี 2) เพื่อศึกษาองค์ประกอบในการจัดการความรู้ของกลุ่มอุตสาหกรรมปิโตรเคมี 3) เพื่อพัฒนารูปแบบในการจัดการความรู้สำหรับกลุ่มอุตสาหกรรมปิโตรเคมี 4) เพื่อพัฒนาคู่มือในการจัดการความรู้สำหรับกลุ่มอุตสาหกรรมปิโตรเคมี การวิจัยครั้งนี้ใช้ระเบียบวิธีการวิจัยและพัฒนา ซึ่งใช้กระบวนการวิจัยทั้งเชิงปริมาณและเชิงคุณภาพ โดยมีกลุ่มผู้ให้ข้อมูลมีทั้งหมด 5 กลุ่ม คือ กลุ่มผู้เชี่ยวชาญที่ใช้ในการตรวจสอบคุณภาพของแบบสอบถาม จำนวน 6 คน กลุ่มที่ใช้ในการทดลองเครื่องมือ จำนวน 32 คน กลุ่มตัวอย่างที่ให้ข้อมูลโดยการตอบแบบสอบถาม จำนวน 260 คน กลุ่มผู้ทรงคุณวุฒิในการพัฒนารูปแบบการจัดการความรู้ จำนวน 19 คน และกลุ่มผู้ทรงคุณวุฒิในการประเมินรูปแบบการจัดการความรู้และคู่มือการจัดการความรู้ จำนวน 20 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลในการวิจัย ได้แก่ แบบสอบถามสภาพการจัดการความรู้ แบบสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ และแบบประเมินความเหมาะสมของรูปแบบและคู่มือการจัดการความรู้ของกลุ่มอุตสาหกรรมปิโตรเคมี ผลการวิจัยพบว่า 1. สภาพปัจจุบันในการจัดการความรู้ของกลุ่มอุตสาหกรรมปิโตรเคมี ในภาพรวมมีการดำเนินการอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายขั้นตอนแล้วพบว่า ส่วนมากอยู่ในระดับมากที่สุด 4 ขั้นตอน คือขั้นตอนการสร้างและรวบรวมความรู้ ขั้นตอนการจัดเก็บความรู้ ขั้นตอนการถ่ายทอดความความรู้ และขั้นตอนการนำความรู้ไปใช้ และมีขั้นตอนการดำเนินการอยู่ในระดับมาก คือ ขั้นตอนการบ่งชี้ความรู้ 2.สภาพปัจจุบันในปัจจัยแห่งความสำเร็จของกลุ่มอุตสาหกรรมปิโตรเคมี ในภาพรวมมีการดำเนินการอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายปัจจัยแล้วพบว่า ปัจจัยด้านทักษะของพนักงานมีการดำเนินการอยู่ในระดับมากที่สุด ส่วนปัจจัยด้านบทบาทผู้บริหาร และปัจจัยด้านการสนับสนุนมีการดำเนินการอยู่ในระดับมาก 3. องค์ประกอบหลักในการจัดการความรู้กลุ่มอุตสาหกรรมปิโตรเคมี มี 10 องค์ประกอบหลัก คือ 1) การกำหนดทิศทางขององค์กรการจัดการความรู้ 2) การกำหนดกรอบสมรรถนะของพนักงานการจัดการความรู้ 3)การสร้างทีมงานในการจัดการความรู้ 4) การพัฒนาทีมงานในการจัดการความรู้5) การจัดการระบบเอกสาร 6) การพัฒนาระบบเอกสารอิเล็กทรอนิกส์ 7) การเรียนการสอนผ่านสื่ออิเล็กทรอนิกส์ 8) การฝึกอบรม 9)การแก้ไขปัญหาการจัดการความรู้ และ 10) การตรวจติดตาม และประเมินผลการจัดการความรู้ และผลการประเมินความเหมาะสมของรูปแบบการจัดการความรู้กลุ่มอุตสาหกรรมปิโตรเคมี โดยผู้ทรงคุณวุฒิ มีความเหมาะสมมากที่สุด 4. ผลการประเมินความเหมาะสมของคู่มือการจัดการความรู้กลุ่มอุตสาหกรรมปิโตรเคมีโดยผู้ทรงคุณวุฒิ คู่มือมีเหมาะสมมากที่สุด

This research on development of knowledge management in petrochemical industry aimed to 1) examine current conditions of knowledge management and critical factors of success in petrochemical industry, 2) investigate elements of knowledge management in petrochemical industry, 3) develop new approaches of knowledge management in petrochemical industry, and 4) improve manual on knowledge management in petrochemical industry. The study was conducted by using both quantitative and qualitative methodologies. The data were collected from 5 groups of respondents as follows; 6 experts validating quality of questionnaires, 32 samples for pilot study, 260 samples responding to questionnaires, 19 savants in development of knowledge management, and 20 savants in evaluation in knowledge management and manual on knowledge management. Some research tools were used to gather the data including questionnaire for conditions of knowledge management, in-depth interview form for savants, and appropriate assessment form of types and manual on knowledge management in petrochemical industry. The results were shown as. 1. The overall operations of current conditions of knowledge management in petrochemical industry were at the highest level, especially 4 stages – knowledge creation and collection, knowledge storage, knowledge transfer, and knowledge implementation. However, there was another operational stage at high level which was knowledge identification. 2. The overall operations of current conditions of critical factors of success in petrochemical industry were at the highest level, particularly employee’s skill. On the other hand, role of executives and additional support were at high level. 3. There were 10 main elements of knowledge management in petrochemical industry as follow; 1) direction determination of knowledge management in organization, 2) range specification of employee’s capabilities in knowledge management, 3) team formation for knowledge management, 4) team development for knowledge management, 5) document management system, 6) development of electronic document system, 7) instruction through electronic media, 8) training program, 9) problem solving in knowledge management, and 10) follow-up and evaluation of knowledge management. Moreover, the appropriateness of type of knowledge management in petrochemical industry by savants was at the highest level. 4. The result of the evaluation on the appropriateness of manual of knowledge management in petrochemical industry by savants indicated that the suitability of manual was at the highest level.
